Overview

Responsible for managing the global permit acquisition operation for Atlas Air and Polar Air, ensuring the timely and accurate procurement of overfly and landing permits for cargo and charter flights. The role involves direct coordination with global regulatory agencies and civil aviation authorities to maintain full compliance and operational readiness. Additionally, the Manager develops and executes strategies for effective government engagement, legislative tracking, and regulatory advocacy in support of corporate objectives.

Responsibilities

  • Manage the end-to-end process for securing international overflight, airport slots, and landing permits for commercial operations.
  • Work collaboratively with Sales and customers to design, develop, and implement desired long term flight schedules within boundaries of worldwide slot, traffic rights, and regulatory requirements.
  • Work with and deputize the Senior Manager to produce aligned coordination in reaction to flight disruptions.
  • Develop and maintain processes to ensure that Atlas and Polar’s slot portfolio is performing at the highest compliance standards.
  • Host meetings and give presentations pertaining to the flight network and regulatory boundaries to wide range of audiences – customers, stakeholders, government authorities, and Company management.
  • Collaborate with internal teams (Flight Dispatch, Legal, Planning) to ensure smooth permit execution for scheduled and on-demand operations.
  • Maintain current knowledge of changes in aviation regulations, diplomatic protocols, and permitting requirements globally.
  • Provide guidance to Sales and Operations teams on permit-related contingencies or regulatory risks.
  • Oversee and evaluate the performance of external vendors used for permit acquisition to ensure operational efficiency and cost-effectiveness.
  • Maintain and update the permit database within the flight planning system to ensure 100% availability and compliance.
  • Build, maintain, and store approved routes for Dispatch
  • Ensure changes to aircraft or assigned programs are accurately reflected in permit planning and systems.
  • Maximize and increase Atlas’ acquisition of traffic rights and ensure the commercialization of acquired traffic rights
  • Perform daily permit check to ensure operational certainty for flights operating in the near future.
  • Represent Atlas in global and regional regulatory meetings (eg IATA Slot Conference, HK Airport Operators Committee meetings) and building strong relationships with airport slot coordinators.

Qualifications

  • Bachelor’s degree or above
  • Minimum 8 years of experience in aviation regulatory compliance, dispatch, slot management, or government affairs.
  • Advanced command of common office applications such as excel, MS word, MS Powerpoint and Outlook
  • Ability to quickly and precisely compose written email responses in the English language.
  • Familiarity with bilateral agreements, and international civil aviation protocols.
  • Exceptional communication, negotiation, and relationship-building skills.
  • Ability to manage multiple high-priority tasks in a fast-paced operational setting.
  • Excellent command of written and spoken English and Chinese (including Putonghua).

 

 

Working Conditions:

Occasional domestic and international travel may be required.

Occasional shift duties may be required

Be operationally available to support the department during irregular hours to manage urgent permit or government liaison issues.
